When import plants from South hemisphere to North Hemisphere

Dear all,
I would like to import from SA some Encephalartos (with buld 10cm). Does somebody in Europe did it? Of course I will do it in regular way (with CITES Permit).
Does plants travels well? When should I import the plants? May roots (or re-roots) its in hot frame?

I'm no expert on this topic but it would make most sense to me to do it in winter time (southern hemosphere) as the plants are in a dormant phase. It's also summer in the Northern hemosphere then and the plant won't be exposed to the intense cold right away. Just what makes sense to me. Maybe somebody who has imported before / exported can give a more clear answer to this.

If you can arrange the permits with Nature Conservation, I will gladly find the plants for you and assist with the collecting/transporting, etc. Let me know if I can do anything to help! ;)
